BAF at VATOS. What is that?

What does it mean when your freight forwarder offers a freight rate plus BAF at VATOS?

BAF (or Bunker Adjustment Factor) is a surcharge shipping lines charge to the shippers. BAF changes every month according to the ups and downs of fuel prices. VATOS (or Value Of Time Of Shipment) just means that BAF might change and that you will be charged the actual surcharge at time of shipment.
